Federal Court Permanently Blocks "Persuader" Rule

A federal court in Texas has permanently blocked a U.S. Department of Labor (DOL) rule mandating that employers and their outside lawyers and consultants report on any efforts made to persuade employees on their right to organize or bargain collectively. Last June, the same court temporarily prohibited the DOL from enforcing the rule, which was originally set to take effect July 1, 2016.
